The Baha’i Institute for Higher Education was started in 1987 to meet the educational needs of Baha’i youth who had been systematically denied access to higher education by the Iranian government. BIHE relied heavily on extensive photocopying. In 1998, the government confiscated several large photocopying units—a large blow to the university’s operations.
